Forensic victimology emphasizes the issue of victimization in a specific way with the aim of discovering the crime, convincing the judges of the courts in the judicial process, proving the crime and ensuring criminal justice. In the crime of murder, due to the unfortunate effects, this science has a special place. In this type of crime, discovering the technical issues of the crime and the reasons for the crime, as well as scientific research into how the crime was committed, is of great importance. Criminal courts always believe that in convincing the conscience, criminological approaches to discovering the crime and the scientific study of victimization and identifying specific victims must be followed. These approaches are more applicable in serial murders. In this type of murders, the killer has psychological satisfaction and motivation to commit the crime and usually acts either with the aim of rape and sexual contact or to vent anger, hatred, excitement, financial gain and attraction. The role of victimization in this type of crime requires forensic victimology due to the psychological problems, self-centeredness and lack of thinking and concentration of the criminal. In this research, which was compiled using a descriptive-analytical method, a study of the criminal policy of Iran and the United States showed that the criminal systems of both countries seek to empower the criminal justice system in order to achieve the rights of victims of murder and to scientifically study victimization in specific crimes such as murder with the aim of providing the fundamental principles of criminal proceedings in proving the crime, discovering the truth, and compensating for the damages caused.
