Criminal policy toward the criminal justice system has undergone significant transformations in the era of globalization. Within the context of globalization, the rights of victims, offenders, and society have increasingly been recognized as the core components of criminal justice. The fundamental question addressed in this study is how Iran’s criminal policy toward the criminal justice system has responded to the era of globalization and what transformations it has undergone under this influence. This article adopts a descriptive–analytical approach and examines the research question through a library-based method. The data have been collected directly from documentary and written sources. The findings indicate that Iran’s criminal policy has adopted a multilayered and integrative approach in response to this global trend, which may be described as a “globalized Islamic criminal justice model.” Within this model, Iran’s criminal policy, while preserving fundamental jurisprudential principles such as human dignity, has partially aligned itself with international norms, including restorative justice principles and human rights standards concerning the rights of suspects and offenders, as well as the rights of victims. In fact, Iran’s criminal policy, in reaction to these transformations, has sought—through the lens of Islamic jurisprudence and criminal policy—to establish a balance between the protection of victims and the preservation of offenders’ dignity, a balance that reflects restorative justice and respect for human dignity within the framework of Sharia.
