This study examines the foundations of the criminal liability of public figures within the Iranian legal system, focusing on the dual influence and heightened responsibility of celebrities in shaping public opinion. In recent years, the growing presence of famous individuals in media and digital platforms has significantly amplified the social impact of their statements and actions, often extending far beyond that of ordinary individuals. Despite this substantial influence, Iranian criminal law lacks a specific and systematic provision addressing the aggravation of punishment for criminal statements made by celebrities. This gap restricts the ability to assess such conduct within a coherent and principled framework and has, in certain cases, led to inconsistent interpretations in judicial practice. Employing an analytical–descriptive method and relying on library and documentary sources, the research first explores the social and legal standing of celebrities and then conducts a comparative analysis to examine the existing capacity of Iranian law to impose aggravated penalties or more severe ta'zir punishments in such cases. Based on the central hypothesis of the study, the wide-reaching impact and persuasive power of celebrity speech may cause greater social harm; therefore, it is reasonable for the legislature to establish a specific provision—or interpret existing principles—in a way that allows for enhanced punishment. The findings indicate that the current legislative gap requires reform and the development of clear mechanisms to ensure proportionality, deterrence, and criminal justice.
