Egypt is a regional leader in the Arab world in the field of administrative justice. In the mid-20th century, it established the State Council—a body modeled closely on the French system—which has since become the cornerstone for upholding the principle of legality and the rule of law. Over the course of its evolution, this judicial system has developed into a comprehensive institution with broad mandates, including the adjudication of administrative disputes, the provision of legal opinions, and the drafting of legislation. Within this framework, urgent interim orders have come to play a pivotal role; they demonstrate the flexibility of the Egyptian administrative judge in addressing practical realities, as well as their responsiveness to the need for immediate, urgent protection against administrative decisions that could otherwise cause irreparable, grave harm.
